Virginia Consensus for Higher Education in Prison

About Our Work

The Virginia Consensus for Higher Education in Prison (VCHEP) was formed as a multi-sector coalition convened by the Virginia Interfaith Center for Public Policy (VICPP). VCHEP focused on expanding access to college education for Virginians during incarceration and upon returning home to promote personal growth and meaningful career success. It was established in 2024 with the support of a two-year grant from the Ascendium Education Group to lead a public awareness campaign. The grant closed in the fall of 2026.

The coalition brought together leaders from higher education, corrections, workforce development, state agencies, members of various faith communities, and justice-impacted individuals, to expand and coordinate postsecondary education opportunities within Virginia’s correctional facilities.
