Maternal Health Equity
We fight for equitable access to high-quality health care in the Commonwealth.
About Our Work
Adverse birth outcomes and infant mortality persist among African American women in Virginia despite education, income, and prenatal care. The Virginia Maternal Mortality Review Team’s most recent annual report found that 100% of the deaths of Black women and women of color were preventable. Implicit bias, stigma, and systemic barriers continue to affect the care women receive. We are committed to advancing policies that affirm the dignity of all mothers and families and reduce disparities in maternal health.

Legislative Actions & Priorities
Affirming the Dignity of Pregnant Women
Reduce Bias from Healthcare Professionals
Numerous studies show that implicit bias impacts patient care. We support legislation requiring practitioner training in relevant evidence-based practices to reduce bias and improve outcomes.
Reduce Stigma and Barriers to Care for Pregnant Women Struggling with Substance Abuse
Virginia law currently mandates Child Protective Services notification when a newborn is “affected by substance abuse or experiencing withdrawal symptoms.” This equates prenatal substance exposure with abuse or neglect, even when mothers are engaged in treatment. We support policy change that centers around treatment, not punishment.
Increase Access to Care
24-Hour-Call Roster
Virginia law now allows certified nurse midwives, certified midwives, or pediatric nurse practitioners to be included on the 24-hour on-call roster for nursery care in hospitals providing newborn services. We continue to monitor implementation.
Increase Access to Midwives through Medicaid Coverage
Our long-term goal is for every Virginia community to have access to a culturally competent midwife who honors the dignity and spiritual practices of patients within a system of collaborative care.
